Job Description:
Working under PIA Operations Manager, the Public Works Division Foreman is responsible for overseeing daily operation of the Public Works Division. This primarily includes the management of the staff of the Public Works Division in road maintenance, assigned public works construction, and any Tribal construction worksites undertaken by PIA to ensure completion of the project in a safe and efficient manner. The Foreman provides monitoring/supervision and direction of the PIA Public Works Division crew as well as provide coordination with contractors, and sub-contractors as necessary. The Foreman is responsible for day-to-day jobsite management of materials, tools and equipment. Responsible for staff compliance to fill out preventive maintenance reports for equipment used.
Duites:
- Coordinates daily tasks according to priorities and plans, making changes when necessary due to weather, supply, delivery and personnel.
- Delegates individuals’ responsibilities and projects schedules to crew members and contractors.
- Provides adequate resources and staffing to meet project schedules, laws, regulations, best practices and safety needs. Provides written reports regularly on projects status to supervisors and managers.
- Monitors crew members and emphasizes completing equipment prevention maintenance reports, the safe use of tools, machinery and equipment while also monitoring use of safety gear, hardhats and procedures.
- Assists with recruiting, hiring, training, managing and mentoring employees.
- Assists with developing scope of work, schedules, and budgets for all Pueblo related projects.
- Demonstrates the ability to understand the function and purpose of the final construction product.
- Conducts and/or attends pre-construction, progress and other project related staff meetings.
- Has the ability to resolve conflicts or miscommunications quickly and amicably.
- Knowledge of supervisory techniques regarding construction to include, reading of plans, specifications, knowledge of power and manual tools, safety regulations and of light and heavy equipment.
- Maintains daily logs and makes recommendations for improved performance.
- Must have working knowledge of road construction.
- Must show customer-service skills to communicate with inspectors and vendors to develop positive working relationships. Performs other duties as assigned by PIA Operations Manager.

Qualifications:
Education: High School Diploma or Equivalent, Class B Commercial Driver’s License (CDL)
Knowledge, Skills & Abilities:
- 6 years’ experience road or civil construction. Experience/knowledge in road reconstruction and rehabilitation, construction survey, traffic control, earthwork and minor concrete work. Experience working with Native American/Tribal Governments. Must have knowledge of OSHA guidelines. Knowledge of heavy equipment and construction procedures and an understanding of construction industry standards and safety standards as they apply to construction.
- Licenses/Certification: Must possess NM Class D Driver’s License and Class B CDL or willing to obtain within a certain time frame. Must possess a CPR/First Aide Certification or willing to obtain within a certain time frame. Any additional relevant certification will be considered advantageous.
