Job Description:
The WW Treatment Plant Foreman position will require management skills of personnel for the wastewater treatment plant & lift stations. The knowledge and the ability to operate some or all equipment in the wastewater treatment plant and lift stations. Must have previous experience in MBR plant O&M. Must be able to oversee and direct personnel in the Wastewater division, provide direction for day-to-day tasks related to WWTP, complete reporting on all tasks performed, act as the lead in all matters related to the WWTP systems. Must have a level 3 wastewater certification.
Essential Duties:
Responsible for the day-to-day operation, maintenance, and repair of the Pueblo of San Felipe wastewater system, including, but not limited to, the membrane bioreactor (MBR) wastewater treatment plant, all plant appurtenances, and lift stations. Duties include overseeing projects at the wastewater treatment plant, including the operation of heavy equipment and the use of various hand tools. Provides supervision of personnel, including training, certification, and evaluation of overall performance. Maintains accountability for all equipment and tools assigned to the division. Responsible for entering data into the EPA NetDMR (Discharge Monitoring Report) system to ensure compliance with the Pueblo’s National Pollutant Discharge Elimination System (NPDES) permit, including sampling effluent and reporting results in accordance with EPA requirements.
Must have a working knowledge of, and the ability to implement, applicable standards and specifications from AWWA, EPA, IHS, and other relevant regulatory agencies.

Qualifications:
- High School Diploma or equivalent. Must have at minimum Level 3 Wastewater Certification.
Knowledge, Skills & Abilities:
- Must be able to assign duties to staff and oversee the outcome of work, hold staff accountable and respond to emergencies beyond the regular timeframe of working hours. Must be familiar with an MBR WWTP including SCADA, MBR WWTP, and lift station maintenance. Must be able to read and understand plans. Must be competent in understanding system requirements, sampling of wastewater systems, Will direct staff on WWTP or lift station projects. Will be responsible for learning and adhering to all safety requirements of the division and be required to attend training as needed.
- Required Licenses/Certifications: A valid driver’s license. Minimum Wastewater Operator 3 and obtain Level 4 within one year of hire.
- Physical Requirements: Position requires regular indoor and some outdoor work in all seasons and for extended periods. Work conditions may include exposure to wastewater, sewer line breaks, muddy and uneven terrain, and strong odors. Duties may require operating vehicles in varying weather conditions and walking across undeveloped or rough surfaces.
Preferred Qualifications:
- Keres speaking is desirable.
Supervision and Guidelines:
Guidelines include the personnel policy and department policies and procedures. This position is supervised by the Operations Manager of the PIA.
